Haryana Mandates EV Chargers In Commercial Buildings
The Haryana government has issued an order aiming to strengthen the electric vehicle (EV) structure within the state. Under the revised provisions of the Haryana Building Code 2017, for new and renovated commercial developments, it will now be mandatory to install at least one EV charging point for every three parking spaces. The updated rules apply to commercial and non-residential properties such as shopping malls, office complexes, hotels, and other establishments that provide parking for a minimum of 10 vehicles. Along with this, developers must ensure that all parking areas are fully EV-ready by installing the necessary conduits and electrical infrastructure for future charger expansion.
The government has also issued guidelines for residential societies. Housing societies, group housing projects, and residential complexes will need to provide one EV charging point for every five parking spaces. These projects must also incorporate provisions that enable easy installation of additional charging facilities in the future. To encourage wider adoption of EV charging infrastructure, the state has exempted charging stations from Floor Area Ratio (FAR) calculations. This measure is expected to reduce the compliance burden on developers and make EV infrastructure more economically viable within real estate projects.
The amended code also allows EV charging stations to be installed in basement and stilt parking areas, provided they comply with prescribed electrical and fire safety standards. Developers will be required to disclose EV charging provisions while seeking Occupation Certificates for their projects. Furthermore, owners of existing residential units will be permitted to install EV chargers in their designated parking spaces, subject to approvals and safety certifications from relevant authorities. The Haryana government has also directed the Fire and Emergency Services Department to formulate detailed safety guidelines for EV charging infrastructure.
The move is expected to accelerate EV adoption in Haryana by addressing one of the key challenges faced by electric vehicle owners—access to reliable charging facilities. By making EV-ready infrastructure a standard feature in new developments, the state aims to support the growing shift toward sustainable transportation.
